S.M. Prokudin-Gorsky's comment:

This one is at the entrance to the mosque. This gentlemen sit here all day long, doning nothing, taking change from ones who come to pray. Typical loafers!

Yes, it is quite rude for locals at that time, but it looks like Prokudin-Gorsky was impressed and worried by poor condition of medieval architecture. It is need to be said that reconstruction works bagan in the 1930's and in the 1990's Bibi-Khanym, the famous Tamerlan mosque, was fully recovered.
